Igniting fireworks remotely

Datum geplaatst: 29 October 2026

At professional fireworks displays, effects sometimes follow the rhythm of the music. Electrical ignition can play a part. Enthusiasts may wonder whether they can buy a firing system, own a hot-wire igniter and use it to set off fireworks themselves. Under Dutch law, these are different questions.

What does remote ignition mean?

Electrical ignition uses an electrical signal to activate an igniter. A system may include a controller, a receiver and separate igniters. These components are not automatically treated alike in law. A control unit, for instance, does not necessarily contain any pyrotechnic composition itself.

Pyrotechnic igniters and hot-wire igniters

A pyrotechnic igniter contains a pyrotechnic composition. A hot-wire igniter without such a composition works through electrical heat. The distinction matters, but “with a composition, always prohibited; without one, always allowed” is too broad. The legal category helps determine the rules for pyrotechnic articles. P2 articles are reserved for people with specialist knowledge; certain other igniters fall under Dutch legislation on explosives for civil use.

Can you buy and possess a hot-wire igniter?

In principle, this can be permitted if it really is an electrical component without pyrotechnic or explosive substances and no other prohibition applies. Its function alone does not automatically make it a firework or an explosive. This follows from the distinction between electrical components and articles containing explosive substances; it is not a blanket statutory approval for every igniter. Its construction and intended purpose still matter.

The intended purpose also matters

Under certain conditions, the Dutch Vuurwerkbesluit also prohibits preparing or facilitating prohibited fireworks activities. This can include obtaining or possessing equipment when someone knows or has serious reason to suspect that it is intended for those activities. A component without pyrotechnic composition therefore cannot be assessed independently of its intended use. The Public Prosecution Service expressly addresses preparatory acts in its fireworks offences guideline.

An igniter on the original fuse: does the firework remain intact?

Attaching an igniter to the existing fuse does not necessarily mean opening the firework or replacing its fuse. With such a method, the article can remain physically intact. Saying that the firework is taken apart therefore does not accurately describe every form of electrical ignition. This does not settle whether an action legally counts as modifying a firework. Permission to ignite it electrically is also a separate question: under a Dutch New Year exemption, fireworks must be lit manually. That requirement still applies when the article is not opened and its original fuse is retained.

Can a private individual ignite fireworks electrically?

The Dutch government states that electronic ignition of fireworks is not permitted for private use. In answer 12 to parliamentary questions, it points to professionals’ specialist training and knowledge of risks and malfunctions. Owning a hot-wire igniter or remote control does not give you permission.

Does an association’s exemption allow electronic ignition?

No. A New Year exemption does not authorise electronic ignition. Under this scheme for associations and foundations, fireworks must be lit manually and remain in their original condition. The explanatory notes to the Besluit veilige jaarwisseling expressly exclude electronic ignition. Choosing an igniter without pyrotechnic composition does not change that rule.

Why do professionals use these systems?

Professional fireworks businesses operate under different conditions. These include suitable training, the required application permit and permission for the fireworks event. The authorisations and requirements depend on the work involved. Buying equipment does not make a private individual a fireworks professional.

Which legislation matters?

Relevant legislation includes the Vuurwerkbesluit, the Wet veilige jaarwisseling and the Besluit veilige jaarwisseling. The igniter itself may also fall under the Regeling overige pyrotechnische artikelen or the Wet explosieven voor civiel gebruik. These rules complement one another: both the component itself and the intended activity must comply with the applicable requirements.

Possession and use remain different questions

Being allowed to possess a firing system or hot-wire igniter does not mean you may use it to set off fireworks as a private individual. Consider both the legal classification of the component and the rules governing the intended activity.
